Add tests for majority judgment

Tests of the majority judgment are too succinct. We need to test data from a dataset.

Rida sent me such dataset. We need to:

• Cleaned the dataset into a YAML.
• Load the fixtures in Django. See Django fixtures for details of implementation.
• Run tests on those fixtures for each corresponding function of libs/majority_judgment.py.
