As far as I know the Google API Access Page has been depreciated.

I mean the linking of Service Account to Google Play Console has different steps then shown in the page.

You can take a look at the following link for using Service Account with Google Play Console.
https://developers.google.com/android-publisher/getting_started#service-account

Hence requesting to update the page.
