Is your feature request related to a problem? Please describe.

We are missing SYCL variants for the following kernels in the Algorithm group:

  • ATOMIC
  • HISTOGRAM
  • MEMCPY
  • MEMSET
  • SCAN
  • SORT
  • SORTPAIRS

Add Base_SYCL and RAJA_SYCL variants of these kernels.
