How to implement double SSD for Multi-spectral Object detection in PyTorch?

Hi sir,
Thank you for your great work. I want to implement a network using PyTorch. Can you guide me about that ? Paper ( https://arxiv.org/abs/1903.06999 )
2 SSD models ( one for visual images one for infrared images) and in the later combine their information and get one output. Please see attached picture.
1- What changes I need to made to define the network ?
2- How I can pas two inputs to these two networks.
