Refactor how covers are handled in the Kavita site and how Kavita consumes them.

Add ability to download Person cover images manually
Add ability to download Person cover images automatically (rate limited)
Switch Publishers/Favicon to the CoversDB Repo
Switch Publisher images to YAML to align with People
Refactor CoverDB search feature to maintain a local Covers.db file with a weekly sync
