CUDA.jl has Enzyme rules for CuArray constructors, and kernel launches. See https://github.com/JuliaGPU/CUDA.jl/blob/master/ext/EnzymeCoreExt.jl

Importing ROCArray versions of these here would enable a similar level of functionality on AMDGPU and likely benefit many users.
