For this to make sense, we would need to follow some commit practice, like https://www.conventionalcommits.org/en/v1.0.0/ or https://gitmoji.dev and then declare that commit of some list of types must change the CHANGELOG.md.
It would make PR contributions a bit harder if we enforce the commit style, though.
