Summary

PR #50 commented out version 1.8.0 of py-scipy in the package.py file due to build problems (see spack#30022; only affecting macOS+gcc) and because spack would always pick that version, independent of what is requested in packages.yaml.

We need to uncomment that version once the build problems have been fixed.

This was completed with one of the recent updates from the spack authoritative repository. The CI build log for macOS+gcc uses [email protected] and it builds fine: https://github.com/NOAA-EMC/spack-stack/runs/6663669006?check_suite_focus=true
