Removing CentOS installations on Hera and Jet

Since last maintenance both Hera and Jet have no access to CentOS, only Rocky OS. I went ahead and renamed all environments that were compiled on old OS from XXX to XXX-OLD-CentOS-remove, so if anyone tries to load old modules, it will fail on load (rather than failing during runtime or compilation) . I want to keep it for some time, and delete it later. Actually I'll keep it on HPSS for 1year just in case.
This is example on Hera/spack-stack-1.5.1:

Checklist:

• rename old envs
• create tar files
• move tar files to HPSS
• delete old envs
