It is more complicated. ExtensionUtility::registerModule() does not work anymore in TYPO3 12. https://docs.typo3.org/m/typo3/reference-coreapi/12.4/en-us/ExtensionArchitecture/HowTo/BackendModule/ModuleConfiguration.html#backend-modules-configuration
