In an initial attempt in #1539 there was some issues using julia or juliaup when the program was installed on the docker flash. I also tried installing juliup when the docker was instantiated but juliaup complained that, though the program wasn't installed, there was a residual file somewhere that prevented the install launcher to function.

We would hope to use juliaup in our linux tests to keep up with LTS and the most current release.
