We decided to hide the PDF download. The LaTeX download might be desirable, but is complicated to implement in a flexible way. There are several possible use cases for a paper program:
the desire to print a program on letter size paper for distribution at the conference. Obviously A4 should also be an option.
printing two pages on one side of standard paper, so that it can be folded in half for a smaller format (like a booklet, up to four pages on one sheet of paper).
a small two-sided card that fits into a badge holder. Crypto has had these in the past but they are getting harder to read as the number of papers increases (and as I get older 😬). This might still work for single track conferences with few talks (e.g., RWC) but it's problematic for something like Crypto with over a hundred papers in three parallel sessions.
