Make live updates of the program easier to view.

As it is, the program editor and the conference website are somewhat disconnected. Ideally it should be possible for the general or program chair to make changes to the program and have them show up immediately on the website. This could be easily accomplished by changing the script to load the json directly from https://iacr.org/tools/program/ajax.php?id=18 but we don't give very explicit instructions on how to do it. This is mostly an issue for the instructions.
