Update Falcon logic to handle duplicate bundles

If a workflow was triggered multiple times for the same exact bundle, Falcon will start ALL of them because it compares the bundle versions for on-hold workflows and will only abort the older ones. If the bundle versions are the same, the workflow submission time should be used to differentiate.
