Selection tab in networks should be aware of lower_bound and upper_bound values #70

When someone goes back from the WikiChron networks app to the selection screen, the url has the lower_bound and upper_bound values sent in the query string field.

However, the time selection tab is not taking those values into account, instead, the default value of the first 10% lifespan of the wiki is "pre-selected". Those values should be used to initialize the slider in the selection tab in case they are present.
