Compute VM fails to resolve controller hostname if controller is deployed in a different zone.

Can be diagnosed by usage of zones settings in blueprint and presence of following lines in /var/log/slurm/setup.log on compute VM:

WARNING: Temporary failure in name resolution, retrying in 64

The problem appeared after GoogleCloudPlatform/slurm-gcp#209
