Before an outgoing referral is sent, ensure that sharing the data won't violate the user's organization's permission settings. Provide snack box if it does and don't send the referral.

Snack box should say: "Cannot referral as receiving organization doesn't have authority to view your organizations data on this user. To change your permission settings for this user have an admin user increase permissions settings to at least include this user."

For example, if a User at Org A tries to share Consumer1 with Org B, and Consumer1 is a youth, and Org A doesn't share youth data with Org B then a referral cannot be sent as it would give Org B access to youth data from Org A, and they don't currently share that data.
