This isn't remaking Photoshop. It's a script which eases setup of Photoshop on Linux. It uses Wine to run Adobe's own Photoshop, and doesn't attempt to recreate anything. If that made this project piracy, Valve would be running the largest video game piracy service in the world - Steam - which we both know isn't true.
That being said, one of the things the script does is eliminate any ownership checks, as Adobe's Creative Cloud DRM is one of the big things interfering with Photoshop working on Wine. This does, of course, have the side effect of making the software available to those who don't own it.
