Create a setting for quiet hours in the Notification options setting menu. The should be three options in the setting

Quiet Hours => checkbox to enable or disable quiet hours
Start Time => the start time for quiet hours
End Time => the end time for quiet hours

If quiet hours are disabled, then do not allow a selection to be made for the quiet hour start or end.
