The data and PDF Form to be filled are both in my local Mac drive.
I need a command-line tool to fill the form.
Can you please help?

It should be possible to run this on your machine locally. As the README says under "Running":

But if you'd like to grab the source code and host it locally, it's actually pretty easy.
