Add/refresh downtimes for the sampledata #487

Now that the sample data has been refreshed (see #394 and #470), the sample downtimes no longer correspond to anything (https://github.com/GOCDB/gocdb/blob/dev/lib/Doctrine/deploy/sampleData/Downtimes.xml). This needs updating with relevant downtimes that can be used with the sample data.

Whilst at it, maybe https://github.com/GOCDB/gocdb/blob/dev/lib/Doctrine/deploy/sampleData/CertStatusChanges.xml and https://github.com/GOCDB/gocdb/blob/dev/lib/Doctrine/deploy/sampleData/CertStatusDate.xml need refreshing and updating to the new sample data too.
