Pull GAAS triggers out of CSM

I'd like to pull most scripting out of the CSM that refers to GAAS. I have scripts in GAAS_App that are exactly that - a getobs and run type scripts which at in some older version I had working for the ensemble. The same scripts could be called either by the central DAS or by he ensemble.

Since them, my scripts have likely fallen out of date, so some updating is needed, but we need to be able to run GAAS fully decoupled from the CSM.
