skip songs longer than XX minutes with the ability to cancel it #5

Mods set max time limit of X minutes

Bot sees a song that >= X minutes and says "I'm going to cancel this song in XX seconds if no one objects" (XX sec is also set by mods?? maybe)

If no one replies, song is skipped
If DJ who queued the song is the one who replies, bot ignores unless they are a mod

If people DO reply, song song stays

reply will be a specific !command tbd
