Migrate docs from archived repo

User Story

As a developer contributing to the Free Code Camp Website
I would like to ensure that the current development practices are documented in the project's README.md
so that all team members have clear guidelines for the development process.

Acceptance Criteria

GIVEN I am a contributor to the project
WHEN I want to install and set up the project
THEN I can look at the readme for instructions on how to do so

Implementation Advice

The projects current README.md does not have the current dev practices documented.

Find the dev practices from the legacy repo's README.md and migrate them to the current FCC Website's repo.
