Create a pre-planned meeting option

A feature that allows to create pre-planned meetings.

Notes:

1. This requires a DB to store the full agenda.
2. It will require to disable the speeches choice in the normal one. Perhaps, a read only input text should replace the dropdown.
3. It will require a new popup to handle the meeting.
4. From the popup, the agenda should be re-orderable.
5. The speech that was already presented could not be able to re-order.
6. New speeches should be allowed to be added while the meeting is on its way.
7. Probably, some templates should be allowed to be store like in Easy Speak.
