Describe the bug

Because of the FlagsH plugin, if you place a banner anyone in the world can steal your banners by destroying and taking them.

To Reproduce

set offHandMod to VANILLA in FlagsH config.

Expected behavior

If this is enabled, then random people should not be able to destroy any newly placed banners.
