Describe the bug

As title says. To be more specific, mayors don't have the permission.

To Reproduce

Be mayor of town, create a plot group and attempt to /t plotgrouplist <your_town> 1
No permissions.

Expected behavior

Would show list of plot groups in mayor's town.
