Add syslog handler to existing ProsperLogging builder

  • Add configure_sys_logger to ProsperLogger
  • Add platform hooks to account for windows/debian/(redhat?) support
  • Add pytest for exercising/capturing SysLogHandler output
  • Integrate new version into deployed scripts
