While looking for the /.well-known/ RFC, I came across this:

https://www.iana.org/assignments/well-known-uris/well-known-uris.xhtml

It would be nice for that list to be as complete as possible, i.e. to add dnt-policy.txt. I don't know anything about how to do this, but I thought I'd make an issue.

See:
http://tools.ietf.org/html/rfc5785

Basically, fill out the template included there and send it to [email protected] to ask for a registration.

Thanks for the tip Mark! @alanton, do you think you could make this submission?

The W3C TPWG have used /.well-known/dnt for the Tracking Status Resource see:
http://www.w3.org/TR/tracking-dnt/#status-resource
I think it will create needless confusion for users and implementers to have two similar names for different resources.
To align with the W3C recommendation (still draft of course but into Last Call over a year ago, and now highly unlikely to change) the best place for the EFF policy is in the compliance property of the TSR, which potentially is where any EU law compatible compliance document would be referenced.
IMO I think its fine to also use /.well-known/dnt-policy.txt for the time being but it might be a good idea to postpone registering at the IANA till this is bottomed out.

Hi Michael, appreciate your point but the absence of the registration was creating confusion amongst people, so it was best just to get on with it. The request is now in with IANA.
