Current situation: The benefit is calculated as the risk for a single event (=hazard map) for which the combined Loss&Damages are multiplied by the hazard frequency (this is thus a risk).
If multiple hazard maps are considered, the EAD and EAL should replace Damages and Losses in the current situation. Discount rate should still be applicable.
