Excluding surroundings from ini file avoids extra IO operations

When reading the koswat_general.ini we have multiple options that define whether we exclude obstacles (bebouwing, waters, ...) or infrastructures ( wegen_). These options should exclude both the reading of the related files and the generation of direct output.

What needs to be done?
Consider the following tasks as separate PR (update / extend tests when necessary):

• Update the code so that no surroundings are imported into the SurroundingsWrapper. #154
• Improve the code so that no unnecessary imports are done when obstacles / infrastructures are excluded in the koswat_general.ini file.
• Improve the code so that no unnecessary exports are done when the related objects are empty.
