Sometimes mined tx is not removed from tx pool #2998

假设某笔交易的 nonce 为 9, 发送到交易池后没有被执行, 后提高 gasPrice 发送了同样 nonce 的交易, 后边这笔交易被打包执行后, 之前那笔还可以通过 hash 调用 cfx_getTransactionByHash 查询到.

这应该是交易池的删除逻辑有 bug 导致
