Given how many territories there are, how far many of them are from each other geographically, and the fact that the site is built with Bootstrap, we could put them in a Bootstrap carousel (a carousel item for each territory).
I like the idea of the carousel, but maybe only with 3 categories. There are a lot of territories, but they can be grouped in 3 categories for the purpose of the Child Tax Credit. See the IRS link above.
The 3 levels (carousel, heading, detail) seem like they may be too complex, though, for content that has mostly symbolic importance and won't be accessed by most users of the site.
