Dublicate shortname from Ahjo - generates slug with [slug]-2 #53

Policymaker slug - consider if it is unique. In Ahjo short name can be reused.

Affects now in also into https://dev.hel.fi/paatokset/ service, when opening agenda item from meeting.

Here is those four duplicate slugs in OpenAhjo data
