** 动机 **
4byte.directory 是一个宝库，用来查找4 字节函数选择器的函数签名
不过，4byte.directory 网站可能是由于访问过大，时不时 502。

本着去中心化宗旨，减少对 4byte.directory 的压力及依赖，以及让中国区用户有更的体验， chaintool 可以 fork 一份。

4byte.directory 的 Licensing 也鼓励大家fork 。

描述功能

写一个爬虫，依次抓取 https://www.4byte.directory/signatures/ 页面，保存的数据库，并 dump出 sql 文件保存到 IPFS 。

最好可以定期更新，让所有人都可以快速重建这个数据库。
