[FEATURE] Add Docker Components

Kick-start the initial implementation of DockerExecutor.

For this project, this will be considered as a local command executor. Most of the effort may be allocated to the command grammar for docker commands. DockerExecutor can be implemented from scratch or build on top of docker-py or python-on-whales.
