Back in 2013 we talked about using GPL, but in a recent revival of that converation @adcroft said

I recommend switching from GPL to LGPL. LGPL basically applies to CVMix only and doesn't affect code above it. When CVmix has GPL, technically everything above it is bound by GPL too. That's why we switch MOM6 way back when - at NCAR's request!

Using the GNU LESSER GENERAL PUBLIC LICENSE template that github provides, it looks like this is v2.1 of LGPL from 1999. I'm happy to switch to the more recent v3 (from 2007) if there's a good reason to -- I don't know enough about the differences to know why github provides a template for the older version, but given my lack of knowledge of these things it seemed prudent to stick with what github recommends. (It does look like MOM uses v3.)

Can't remember the details of all this either but I think we might as well use v3 if we decided on it for MOM6.
