template that github provides, it looks like this is v2.1 of LGPL from 1999. I'm happy to switch to the more recent v3 (from 2007) if there's a good reason to -- I don't know enough about the differences to know why github provides a template for the older version, but given my lack of knowledge of these things it seemed prudent to stick with what github recommends. (It does look like MOM uses v3.)Fixes #87
