Back in 2013 we talked about using GPL, but in a recent revival of that converation @adcroft said

GNU LESSER GENERAL PUBLIC LICENSEtemplate that github provides, it looks like this is v2.1 of LGPL from 1999. I'm happy to switch to the more recent v3 (from 2007) if there's a good reason to -- I don't know enough about the differences to know why github provides a template for the older version, but given my lack of knowledge of these things it seemed prudent to stick with what github recommends. (It does look like MOM uses v3.)Fixes #87
