Log rotation is broken

Summary:

Logs should be copied to permanent storage, but most recent copy is from 1/1. It should have copied on Feb 1st, IIRC.

Log location is P:\CUTR\TDM Team-USF Maps App Archive.

You can observe that the current process has failed via the following (from @jmfield2):

In the server manager/scheduled tasks on each production machine and then look for the requestlogsmonthly task .. I believe this is where I saw the status as something other than success but that may not be true -- if the process runs the scheduler will probably mark it as successful..So maybe I was just seeing it not move the zip

The task itself is also defined in the chef otp cookbook (if changes are needed there) on mobullity c:/chef-repo/cookbooks/otp/recipes
