Investigate tool for semantic protobuf validation

Summary:

Someone shared this tool for semantic protobuf validation with me, which looks potentially useful:
https://github.com/envoyproxy/protoc-gen-validate

It would allow us to formalize some of the rules that we have implemented in our validator, and perhaps become part of the official GTFS-rt spec as well.
