local:

important note: delete old version from local nuget cache, e.g. C:\Users\David Zimmer\.nuget\packages, or you will use the cached version instead - or you bump the version and will not
have to do this.

navigate to project root, type e.g.: 

dotnet tool install --add-source pkg PSMBasedQuantification --version 0.0.1-beta --global
dotnet tool install --add-source pkg PeptideSpectrumMatching --version 0.0.1-beta --global
