Add new application items to budget spreadsheet

@petek and @sjn looked into the STF application requirements, and took a bunch of notes that need to be reflected in the budget spreadsheet. @petek volunteered to help with this! (thanks! :-))

Secondary task: Make it easier to figure out what to fund first!

We can for example do this by voting for boringness and importance among the prospective fund receivers, so we can ensure that anything that fun enough to volunteer for is available, and that the necessary but boring tasks get a boost from any funding we might find.
