Charter: Add conflict of interest language

When an individual is involved on both sides of a community relationship (e.g. both a member for a delegating authority, and member of another group that would benefit from this), then this should be noted explicitly, and any the person should recuse themselves from any voting or other decision making processes that cover both groups.
