0.25deg CICE6 parameters

The current 0.25 deg CICE parameters in cice_in have mostly been inherited from the 1 deg config. They will need some more changes for 0.25 deg, including distribution_type and processor_shape (which will enable scaling to more cores) and maybe others.

Compare these differences in ACCESS-OM2 (ignore the f_* ones, they are just diagnostics) with our om3 config differences.
