Configuration changes in future CICE

After CICE 6.4.0, there are a few improvements in ice_in we want to turn on when we update versions:

• netcdf4 chunking and compression (Update IO formats and add new IO namelist controls CICE-Consortium/CICE#928) (history_chunksize, history_deflate, restart_deflate)
• history time axis (Namelist option for time axis position. CICE-Consortium/CICE#839) ( hist_time_axis = 'middle')
• disable coordinates in history files (io: allow disabling coordinates in history files CICE-Consortium/CICE#935) (f_tlon, f_tlat, f_ulon ... = .false.)
• remove use_leap_year (Set 'idate0' and 'use_leap_years' in nuopc cap CICE-Consortium/CICE#936) as this is set by the CMEPS driver now

Adding these to the cice namelist means the ice_in is no longer backwards compatible, maybe we need to think about some version tracking for that.

debug_forcing = .true.
debug_model = .true.

are probably more annoying than adding useful information.

We can set max_blocks to -1 and it will be set automatically. There doesn't appear to be any reason to set it manually.

(EDIT: we actually can't because we don't set nprocs in ice_in (because nuopc), so the max_blocks calculation is at a poijt in the code where it will always give 1)
