FSD improvements

@lettie-roach and colleagues have developed a new ML-based approach for wave-ice floe fracture, which involves changes to both CICE and Icepack. The code is currently in her forks:

@lettie-roach plans to merge these changes into the Consortium's repositories. Comments welcome.

The zenodo record for your 2021 (!) release in CICE is still sitting out there with very confusing metadata (placeholders from the json file, which I update appropriately for each Consortium release). Unfortunately I'm not able to edit it, presumably because you own it. Would you like to work with me to clean this up? It doesn't take long. I don't see one for Icepack.

Hi Elizabeth,

I think I can just delete this, or perhaps make it private. In the paper, we just to link to a specific branch, rather than a formal release.
