Not able to deploy Multi VM's using azure plugin

Get the same issue when I run below command

vagrant up --parallel

I'm also experiencing the issue, when creating multiple VMs in the same resource group. It looks like a race condition related to creation of a resource group.

Works properly with --no-parallel
