signal-cli automatically marking contacts as unverified and forgetting them

I ran signal-cli and saw this weird message in the logs:

StorageHelper - Found 43 records that were deleted remotely but only marked unregistered locally. Removed those from local store.

Afterwards, I found that all of my contacts were marked as unverified and I was prompted with "Continue your chat with $name and share your name and photo with them?" when I opened the conversation.

The only notable thing I can think of that happened prior was messaging someone new by their registered phone number. That contact uses linked devices.

For some contacts it shows the "invite this user to signal" prompt, and it is impossible to reinitiate contact. This breaks the app.

Restoring from a backup file does not fix this :(
