Describe the problem to be solved

I would like to be able to add new tag in the tagset during annotation.

Suggest a solution

When I am in the connlu menu, I can change the tag of a deprel but I cannot save it if it not in my tagset:

I think it is nice to have a popup saying that "the value doesn't exist in your config", but it is not necessary to not allow me to save it if I want. I would prefer the user to be allowed. And if I am an admin, it will be great to have "Do you want to add this value in the list of possible deprels?" and if not "Ask your admin if you want this value to be added to the list of deprels." and all admins will receive a message.
