new, better project name

There was an "Open Street View" view project that had to change its name to "Open Street Cam" because Google didn't like the similarity to "Google Street View". While I doubt our project will attract the attention of Google, we might want to come up will a cool name that doesn't include "street view". This was an oversight on my part.

and we should have a name that starts with a letter early in the alphabet so that we appear near the start of the list of Civic Tech DC projects on https://www.civictechdc.org/ 😆
