Bug: Particles don't render over water or any liquid including HBM's Sellafite Liquid #417

I have tried removing all GUI/Rendering mods like OptiFine, FoamFix, DamageIndicators, MineMenu, LoadMyResources etc. and still happens and I can't figure out why. I have also tried messing with the config and shaders and everything turning on and off and nothing changes. Attached below are screenshots of the error.

Update using only the HBM mod, even the rain is behind this liquid.

Update 2: For anyone having this issue, the NUKE particles being "under" the water as sent in my first picture is caused by Modern Warfare Cubed's "World Shaders", disabling them fixes the issue. The fog though has an issue nontheless and I have disabled the fog entirely for now.
